Brittani Bilse

Principal for Bilse Strategy Group + CEO @ Rural Health Innovators

Brittani Bilse is a Texas health policy expert who led the development of the state's $400 billion, 10-year 1115 Medicaid waiver while at the Texas Health & Human Services Commission. Her background includes health and human services budget development for the Senate Finance Committee and nearly a decade in private practice.

As founder of Bilse Strategy Group and Rural Health Innovators, and co-founder of Brazos Strategies Group, Brittani combines deep Texas roots and extensive experience in state government with a bold vision for clients. She counsels healthcare companies, associations, local governments, and hospitals on Texas policy, contracting, and legislative strategy — delivering concise guidance to navigate complex financial programs, capture new revenue, and protect existing funding.

Rose Hayden

President and CEO at RAH Consulting, Inc.

Rose Hayden brings deep expertise in Texas health and human services and state budgeting, having served as Chief of Staff at the Texas Health & Human Services Commission and Assistant Director of Budget and Planning in the Governor’s Office. In these roles, she managed significant Medicaid, TANF and SNAP, child welfare, and corrections funding and policy implementation through multiple legislative sessions.

As founder of RAH Consulting and co-founder of the Brazos Strategies Group, Rose advises providers, payers, and healthcare innovators on government contracting, procurement, and policy implementation. She serves Fortune 50 clients across healthcare, technology, and AI, advising on everything from regulatory compliance to business development and operational execution.

Laura Lawlor

President + CEO at Lawlor Consulting

Laura Lawlor is a seasoned public policy and government affairs strategist who has served in various leadership roles in the federal and state government. She served,  as Deputy Chief of Staff and Counselor to two U.S. Secretaries of Health and Human Services, Special Assistant to the President and Director of Cabinet Affairs in the White House, and Deputy Director of Legislative Affairs and Health Policy Advisor to the Governor of Texas.  

As founder of Lawlor Consulting and co-founder of the Brazos Strategies Group, Laura  provides strategic guidance to healthcare and technology organizations navigating complex legislative, regulatory, and agency landscapes. She specializes in translating federal and state policy into practical solutions for a range of clients, including global corporations, advocacy and provider organizations.
